Defensive briefs are attached on funding for the Anglo-German Foundation and on the Soering case. Department feel that little would be gained by raising the question of Vietnamese boat people, but would see advantage in the PUS raising the general question of Hong Kong. Briefing is attached. The PUS asked whether the question of the Franco/German/Italian visits to CFE should be raised at the tête-à-tête or at lunch if Mr Goulden had not already

done so. Mr Goulden has already raised the subject with the Italians and proposes to raise it with the French on

8 February and with the Germans on 11 February.

4. Apart from the CSCE session the topics for the afternoon have specifically been requested by the Germans.

5. As the PUS is aware, Dr Sudhoff changed his original

plans to return to Germany on the same day. We understand

that he and his wife are staying on in London to assist

their son in looking for accommodation during his apprenticeship with the Dresdner Bank.
