1. You asked for advice on the attached ms. points. (Flag A). Mr Hague spoke to Paris (Quentin Quayle). laissez-passer procedure was referred to in Paris telnos 1349, (flag B) from which it seems they refer to a multiple-entry visa.

The
Mr Quayle said it was not entirely clear what the French had in mind on this at present and they are obviously still thinking it through, especially on numbers. He thought however that the French were very much on the right lines and in step with us on the scheme required (ie. to keep people in Hong Kong). There would appear to be little more they could do except be as generous as possible on numbers.
