A 1. As requested in your minute of 9 February, I submit a
summary of the responses we have received from other

Governments to our call for international action to help Hong Kong
along the lines of our own assurances scheme. Copies of all the
relevant telegrams are also attached.

Three countries (Singapore, France and Belgium) have already introduced or intend to introduce special measures for Hong Kong.
few others (eg FRG and Luxembourg) have indicated that they are
seriously studying possible schemes. But most of the key countries
(United States, Canada, Australia and New Zealand) are still
considering their response in the context of a broader review of
their Hong Kong and immigration policies. It will therefore be
particularly important to keep up the pressure on these countries
over the next few months.
