1. You will be aware of the Resolution sponsored by Congressman Solarz on an immigration safety net for Hong Kong which was adopted by the House Subcommittee on Asian and Pacific Affairs last November. On 5 February the Resolution was marked up by the Subcommittee on International Economic Policy and Trade. The background to this is that the subject was allocated to both the Asia and Pacific Subcommittee, and the International Economic Policy and Trade Subcommittee. Both had to endorse the Resolution before it could be taken by the Committee on Foreign Affairs. Now that the Resolution has been marked up by the Subcommittees, the next stage is for the full Foreign Affairs Committee to consider it, with a view to sending it to the floor of the House.

The text of the Resolution was unchanged. Introducing it, Subcommittee Chairman Gejdenson (D-Connecticut) hoped that the passage of the Resolution would send a strong signal of Congressional concern to the Administration. The only Republican member of the Subcommittee present (Congressman Miller - Washington) said that the Resolution enjoyed bipartisan support. There was no debate.
