Please refer to Mr Peirce's minute of 10 January recording the Secretary of State as being keen that an official give evidence to the US House Committee dealing with the Solarz proposal. Guidance on such an appearance is attached. Basically we want to avoid creating a precedent and thus our policy is to decline formal requests. But if we want to do this we should try and engineer an informal request and an informal appearance (even though it will be reported).
