BACKGROUND
1.
For some time we have been seeking the assistance of our
friends in the international community as part of our efforts to
restore confidence in the territory.
2.
One of the immediate problems is how to stem the flow of
talented people from the territory and it was for this reason that
the Foreign Secretary on 20 December announced the package of measures, (separately announced by Lord Brabazon in the Lords).
A copy of the 20 December statement is attached for Lord Brabazon
to hand over if he so wishes.
3.
Bangkok Telno 830 referred to the Thai plans to set up a Board of Investment Office in Hong Kong.
