DESK OFFICER INDEX OPEN SKIES CONFERENCE: OTTAWA 12/14 FEBRUARY: SECRETARY OF STATES MEETING WITH CANADIAN PRIME MINISTER

1. Ottawa telno 42 reported that Mr Mulroney had agreed to a 15-20 minute bilateral meeting with the Secretary of State on 12 February. We are told that East/West, Aid to Eastern Europe and Germany are likely to be uppermost in Mulroney's mind. The High Commissioner has

suggested that the Secretary of State should speak frankly to Mulroney about our concerns over Hong Kong. Defensive briefing will be required on EC/Canada Fisheries and Southern Africa.

2. Briefing being prepared for other bilaterals in Ottawa, suitably tailored for the Canadians, may fit the bill. But we should not regard this meeting as simply "routine". We are all actively trying to find ways to, in Gorbachev's words reinforce the "Canadian European Vocation". We should take this opportunity - Mulroney is accepting very few requests for bilaterals to get across any particular points of concern or interest.
