3. Mr McLaren's minute of 12 January contains the background to Solarz's idea. The Secretary of State has commented that we should respond positively to this invitation if at all possible.

Our policy on invitations to testify before overseas Parliamentary Committees is explained in Mr Walker's minute of 12 January and set out in FCO circular 359/89. Our universal
practice is to decline formal requests of this kind, although it would be open to us to respond to an informal request to make an
