the U.N. as though Hong Kong were a party to the Covenants;
reduce or eliminate the "freeze" period in a provision which now allows pre-existing legislation in conflict with the Bill of Rights to remain in force for up to two years or more following commencement of the Bill of Rights;
incorporate in the Bill the rights guaranteed in the International Covenant on Economic, Social and cultural Rights.
