HONG KONG BILL OF RIGHTS: INTERNATIONAL HUMAN RIGHTS LAW GROUP

1. In case you have not seen it, I enclose a letter we have received covering a copy of the Law Group Memorandum submitted to the Hong Kong LEGCO on the Bill of Rights. The Human Rights Law Group criticises the Bill on a number of counts, primarily on the grounds that the Bill fails fully to protect the rights under the international covenants.

2. I would be grateful for material for a reply in due course.
