said that, while he did not personally agree with the decision to enact a BOR, he doubted that there had been any unilateral imposition. He had however heard this view expressed before within HKG. I was also given to

understand, in the course of other private conversations, that some in HKG believe that HMG decided to introduce a BOR in Hong Kong as an experimental precursor to a similar exercise in the UK! In view of all this, some record-straightening might well be timely.
