MY VISIT TO HONG KONG: YOUR TEL NO 2779 AND OUR TEL NO 1568

I understand from Frank Stock that you are the person I should contact concerning the arrangements and programme for my visit. The week you propose will be fine. If it is convenient, I propose to arrive on Thursday 11th October, so that the programme can begin on the morning of Friday 12th. That will allow 61⁄2 working days up to and including Friday 19th.

In addition to discussing Bill of Rights issues with Frank Stock and yourselves, I would also like to cover Extradition, Recognition and Enforcement of Civil Judgments, Mutual Legal Assistance, IPPAS, Court of Final Appeal and UNCEDAW with those who deal with these subjects. Obviously you are best placed to decide who would be most appropriate. I would in any event also appreciate the opportunity of meeting the Attorney General and other members of the legal department, (which Phil Dykes has kindly agreed to arrange please liaise with him on this), officials in CAB, and Mr Galsworthy and his colleagues. Calls on the Chief Justice, Registrar of the Supreme Court, officials in the Central Policy Unit and the Secretary and legal advisers to OMELCO would also be most welcome if they can be arranged.

To the extent that time allows, I should also be grateful for some general familiarisation. The visits which would interest the most would be to a closed VBP camp, new town(s) in the New Territories, a helicopter tour, and visits to the Courts and Legco to observe proceedings. I am naturally open to any other suggestions you might have.

Flights and accommodation will be arranged at this end. let you know the details as soon as I can.
