PROPOSED VISIT BY MS BARRETT TO HONG KONG

1.

In view of the considerable legal difficulties which have arisen in relation to the drafting of the Bill of Rights by Hong Kong Government, we proposed to HKG some time ago that a visit by an FCO legal adviser might be helpful. HKG welcomed this suggestion, and it has now been agreed in principle that Jill Barrett should go for a total period of 6% working days in October for this purpose. Her programme of meetings will also cover a range of other legal matters which require discussion with HKG and include some element of familiarisation.

It has been agreed that the costs of the visit should be shared equally by the FCO and HKG.

3. The proposed dates are 10-19 October. I am aware that Mr Fifoot will also be absent from the office during the week 15-19, but I think it should be possible for HKD to cope with this.

4. I should be grateful for your confirmation that Ms Barrett may be released for this purpose.
