1. Thank you for your account of your recent visit to Hong Kong. You certainly seem to have had a productive and stimulating series of talks.

2. I was particularly interested in the record of your discussions about the Bill of Rights. I am glad that you

were able to defend the London point of view so robustly. All things considered, I still find the resentment in some quarters of our various contributions difficult to understand, and frankly unreasonable.

I have the following specific comments:

(a) I was struck to see that there appears to be a

difference of opinion between Mr Ehrman and Mr Galsworthy as to the nature of the "prize" that it would be worth having in return for the "subject to the Basic Law" concession. In Mr Ehrman's view, it would be worth

amending the Bill of Rights to achieve "half prize" whereby the Chinese agreed to reserve their position. Mr Galsworthy's view, however, the amendment should only go ahead if it would secure the "full prize", ie public
