Persons not having the right of abode

12.

Article 9 does not confer a right of review in respect of a decision to deport a person not having the right of abode in Hong

Kong or a right to be represented for this purpose before the

competent authority.

Executive and Legislative Councils

13.

Article 21 does not require the establishment of an elected

Executive or Legislative Council in Hong Kong.

Temporary-savings

14. (1) For a period of 1 year from the commencement date,

this Ordinance is subject to pre-existing legislation.

(2) This Ordinance does not affect any act done (including any act done in the exercise of a discretion) under pre-existing

legislation before the first anniversary of the commencement date.

(3)

Notwithstanding section 3, for a period of 2 years from the commencement date, or such further period as the Legislative Council

may, by resolution, determine, this Ordinance is subject to any

provision referred to in the Schedule.

(4)

Notwithstanding section 3, this Ordinance does not affect

any act done (including any act done in the exercise of a discretion)

under any provision referred to in the Schedule before the second

anniversary of the commencement date or such later date as the

Legislative Council may, by resolution, determine.
