I attach, with great pleasure, a copy of the Ad Hoc Group's Report on the Bill of Rights for your reference and necessary action. The Legco In-House meeting, in endorsing the Report on 15 June 1990-, urges that the Administration should take the recommendations contained therein into consideration when drafting the blue bill. Further, you are no doubt aware that a legco debate will take place on the 27th of June to the motion: "the Council supports the enactment of a Bill of Rights and urges the Government in drafting the blue bill to take into account the views expressed by the Council." Hope you will find it useful as well.

May I take this opportunity to thank you for the assistance you have given in the consultation period.

I look forward to meeting you again when the Bill is introduced into Legco later.
