To

Implement further the International Covenant on Civil and Political

Rights as applied to Hong Kong; and for ancillary and connected

matters.

WHEREAS

(1) the International Covenant on Civil and Political Rights

applies to Hong Kong; and

(2)

that Covenant includes an undertaking to take the necessary,

steps to adopt such legislative or other measures as may be

necessary to give effect to the rights recognized in that

Covenant.

NOW THEREFORE BE IT ENACTED by the Governor of Hong Kong, with

the advice and consent of the Legislative Council thereof, as

follows

PART I

PRELIMINARY

Short title and commencement

1. (1) This Ordinance may be cited as the Hong Kong Bill of

Rights Ordinance 1990.

(2) Sections 3(1) and (2) and 14 (2) shall come into operation 1

year after the commencement of this Ordinance.
