provision in existing legislation referred to in the Schedule, and acts done under any such provision, will be unaffected by the Bill Of Rights for a further period of 1 year (clause 14(2) and (5)). Under clause 14(3) and (5), the Legislative Council may add to the Schedule a reference to any provision in existing legislation and may extend the period during which provisions referred to in the Schedule remain unaffected by the Bill of Rights.
15. There may be some requirements for additional staff, in the Legal Department, the Legal Aid Department and the Judiciary, arising from the Bill of Rights. The extent of these requirements is difficult to predict and every effort will be made to absorb them
within existing resources.`
