negative resolution would be best because it would enable the Legislative Council not to waste time on those Orders which it did not consider significant and to concentrate only on those which gave rise to issues of principle. Obviously you can legislate faster by Order than you can by Ordinance.

But

This would not deal with your clause 7(3) problem. is it impossible to deal with that along the lines of my suggestion in paragraph 5 of my minute of 5 July with a fairly rigid expiry provision?

4. I am sure thinking in your office has at one stage or another included ideas along these lines, but it seemed to me that this might be an appropriate time to advert to them again.
