3. I am preparing a separate submission on a number of rather more
substantial issues, on which a political view needs to be taken.
This submission will cover, inter alia, the points raised by
OMELCO's ad hoc group on 9 May, on which Hong Kong have consulted us
in their telno 1583 of 15 May. This will follow shortly.
