Please find enclosed a submission from the Hong Kong Journalists Association on the draft Hong Kong Bill of Rights Ordinance 1990. Also enclosed as an annex is our letter to the Chief Secretary, Sir David Ford, last November, on laws which we think must be changed to ensure compliance with the Bill of Rights and the International Covenant on Civil and Political Rights.

We hope you will find our views useful in ensuring that Hong Kong has a properly entrenched Bill of Rights, which shall become the benchmark for human rights protection both before and after 1997. We would like to meet your group to present our views and answer your questions.
