Ministers are asked to take a view on important points of policy arising from the draft Bill of Rights for Hong Kong (text attached). These include points raised by the OMELCO Ad Hoc Group on 9 May B (Hong Kong telno 1583).
RECOMMENDATIONS
2.
These are as follows:
(a) Hong Kong have included in the Bill a definition of
national security for the purposes of the Bill which "includes the security of Hong Kong". This is a prudent provision.
