HONG KONG BILL OF RIGHTS

Your letter of 12 March was received by Ms Major in HKD. Ms Barrett, to whom I assume it was addressed, is, in fact, a Legal Adviser to Hong Kong Department.

We received a large quantity of material on the Bill of Rights and extradition by fax on 28 February. It was handed over to Mr Stock at a meeting to discuss the Bill of Rights on 2 March.

Neither Hong Kong Department nor Ms Barrett has seen or was aware of any further letter dated 7 March.
