The Solicitor General, Frank Stock Q.C., has asked me to fax you today as a matter of urgency.

He is leaving Hong Kong tonight for the U.K. and will be in London for the next 10 days or so. He

wishes to speak to you and Paul Fifoot about the constitutional aspects of our proposed Bill of Rights in the light

of telegrams and faxes which have passed between us

in the past couple of months.

We have learned only today that it is proposed to re-submit the draft Bill of Rights to ExCo next Tuesday (i.e. 6 March). The Solicitor General would like, if possible, to see you both on Friday 2 March. This will give him time to get back to us before the ExCo meeting if anything important emerges in your discussions.

He will telephone you when he arrives in London on Wednesday.

I also wish to put you on notice that I will be sending (by fax) a bundle of advices and memoranda which the Solicitor General wants to use when he meets with you.

It should arrive on Thursday.
