(a)
A number of words and phrases taken from the Covenant are not precisely defined. For example, in Clause 5(3) reference is made to the "Life of the Nation". What is meant by the "life" of Hong Kong.
(b)
In Clause 5 of the Bill (Public Emergencies) the word "nation" is not defined. In the period before 1997 in which the Bill of Rights operates would it not be misleading to use the word "nation" in this context unless it is defined as including Hong Kong as is the case with the phrase "national security" (paragraph 15).
