persons lawfully detained in penal establishments are subject to such

restrictions as may be authorized by law for the preservation of

service and custodial discipline.

10. Clause 10 permits, in certain circumstances, the mixing of

adults and juveniles in prison.

11. Clause 11 contains a reservation relating to immigration

legislation.

12. Clause 12 contains a reservation relating to the

deportation of persons not having the right of abode in Hong Kong.

13. Clause 13 provides that there is no obligation to enact

further legislation prohibiting propaganda for war or the advocacy of

national, racial or religious hatred.

14. Clause 14 provides that article 22 does not require the

establishment of an elected Executive or Legislative Council.

15. There may be some requirements for additional staff in the

Legal Department, the Legal Aid Department and the Judiciary, arising

from the Bill of Rights. The extent of these requirements is

difficult to predict and every effort will be made to absorb them

within existing resources.
