Employment Ordinance

Absence of provisions on

(a) equal pay for equal work for both sexes (we have reserved our position on this in the application of the Covenant); (b) equal opportunity for promotion;

(c) health and safety for non-industrial workers; and

(d) working hours for workers other than women and young persons in industry (article 7).

Secretary for Education and Manpower is not in favour of legislation in these areas.

Pawn Brokers Ordinance

Lack of clear definition on a "fit and proper" person to carry on business as a pawnbroker.

Minor amendments may be needed.
