for Hong Kong to become a its own right, and that Hong Kong citizens should have tess to international courts to seek redress. Attention will also be called to those parts of the Covenants which do not apply to Hong Kong because of past British reservations, and which because of the terms of the Joint Declararion cannot now be extended to the Territory. There will be disappointment from the labour and social services sectors that the ICESCR will not be included. There will be considerable interest in the announcement itself, and in the draft Bill when it is available for scrutiny in due course.
