Dependent Territories Work Permit Quota

The Secretary of State saw your minute of 14 February. He agreed that the objective arguments pointed in favour of reserving judgement at the end of the year but decided that if the Home Secretary felt that he needed to be able to say that the quota for Hong Kong would end after one year in order to help smooth the passage of the assurances scheme, then we should not make difficulties for the Home Office over this matter. I have spoken to the Home Secretary's Private Secretary who has told me that the Home Secretary does indeed feel that he needs to be able to say this. I have, therefore, told him that the Foreign Secretary can accept that the Hong Kong share of the quota should lapse after this year.
