DEPENDENT TERRITORIES WORK PERMIT QUOTA
A 1. The Home Secretary has written to the Employment Secretary
confirming his wish to end the Quota for Hong Kong. He proposes
that an announcement should be made of this fact later this year,
after the passage of the Hong Kong Bill.
2.
I do not propose that we should intervene further. But I am a
little surprised that the Home Secretary should want to delay an
announcement until after the passage of the Bill since we were
given to believe that the reason for abolishing the Quota was
precisely in order to smooth the passage of the Bill. It now seems
that this was not the main motivation.
