Thank you for your letter of 28 February to Vivienne Dews with which you enclosed for our consideration a draft written P2 announcing a quota for 1990. The Home Secretary's office have also passed us your Secretary of State's letter of 7 March with the same draft attached.

As you know, we are concerned that the forthcoming announcement should not give the impression that annual quotas are a well- worn routine which people can reasonably expect to continue in their present form in future years. We, thereforė, suggest an alternative draft with that in mind, a copy of which is attached. This would pave the way to a further announcement at the end of the year.
