Thank you for your letter of 19 February in which you suggest that there should be a full quota of 200 for 1990 but that thereafter the 150 work permits for Hong Kong should be withdrawn.
I'nere are no strong employment grounds for continuing the quota for Hong Kong and provided that Douglas Hurd is satisfied that the discontinuation of the quota will not unduly damage relationships with Hong Kong I agree that it should be withdrawn aftar 1990.
I also agree that in announcing the 1990 qucta nothing should be said to imply that it will continue in its present form in future years.

My officials will be discussing with yours a draft written PQ on the lines of the draft attached. I propose that the announcement should be made by Thomas Strathclyde in the Lords.
