DEPENDENT TËRRITORIES QUOTA

You will recall from our correspondence earlier this year that I agreed that the Quota for Hong Kong should be discontinued in 1991 providing that Douglas Hurd was satisfied that this will not unduly damage relationships with Hong Kong. I also agreed that a quota of 50 should be retained for the remaining Dependent Territories.

I think that the Quota arrangements for 1991 should be announced as soon as possible and separately from any announcement about the review of the Work Permit Scheme (which I hope can also be made very soon). I should be grateful for comments on the enclosed draft written PQ.

I am copying this to members of OD (K), the Attorney General, the Chief Whip, Sir Percy Craddock and to Sir Robin Butler.
