I have studied the Report, keeping in mind Mr Paul's view that it must be realistic and not gloss over all the problems.
2. I think the Report is in fact pretty realistic: it does spell out the downsides, where they exist but it of course also plays up the upside. And there is so much being done in Hong Kong it would be difficult not to be generally up
beat.

3. I think the best way to get "our" message across, retaining the bulk of the text, is to shift the "Conclusion" to become the "Introduction" and to amend it to suit our purposes. The present introduction could become the "Foreward".
4. I attach my copy of the Report. I have included a short passage on visits and I have suggested some amendments to the VBP section.
5. It is not clear to me how far into 1990 we should go. This makes it difficult to know where to wrap up such issues as VBPs or indeed whether Mr Hurd's visit should be included.
