Objectives

General

CONFIDENTIAL

- To demonstrate to the Committee that, through our detailed

confidential discussions with the Chinese, improvements have

been made to many provisions of the Basic Law.

To make clear our view that Basic Law is on the whole an

acceptable reflection of Joint Declaration, although there

are inevitably some provisions we would have preferred to

have seen drafted differently.

Constitutional Court

To explain the role of the Committee on the Basic Law.

State of Emergency

To point out that a state of emergency can only be declared by the mainland authorities in very limited and

extreme circumstances and that it would be difficult to

deprave them of the power to act if these extreme circumstances prevailed.

Stationing of PLA troops

-

To convince the committee that it would be

counterproductive to pursue this point with the Chinese

authorities now but we shall revert when we judge the time

is right.
