As you know, the Clerk to the FAC told me this morning that the Committee had decided that they wished to take evidence in connection with the Winter Supplementary Estimates as follows:

2. Mr Wilson said the Committee would like to hold an evidence session on Wednesday 6 December at 4.15 pm. He thought evidence could be given at Under-Secretary level.

Present plans are to publish the transcript of evidence as quickly as possible thereafter with a view to holding a debate in the House before Christmas.

Mr Wilson agreed that an FCO Memorandum (or Memoranda) would be helpful in advance of the session. The Memorandum should be prepared, as usual, in accordance with instructions contained in DSP 5, Chapter 8, Annexes 11 and 12 and in the attached Memorandum of Guidance for Officials. It should reach me in final form, approved by the PUS and Ministers, no later than Monday 27 November.

5. You kindly agreed to commission and co-ordinate this exercise in consultation with Mr Heard at the ODA.
