FOREIGN AFFAIRS COMMITTEE: VISIT TO WASHINGTON: 18-21 MARCH

Abruary,

1. As requested in Mr Bates's minute of 12 February, I submit a

draft brief on Hong Kong, China and Vietnam for the Foreign Affairs Committee's visit to Washington next month. It includes

contributions from FED and SEAD.

The brief is slightly longer than suggested in paragraph 3 of Mr Bates's minute but it is very difficult to condense three major subjects into four pages.
