HONG KONG: REPLY TO THE FOREIGN AFFAIRS COMMITTEE

Mr Robert Wilson, Clerk of the Committee telephoned me this

morning about the Government's further reply to the Foreign Affairs

Committee's report on Hong Kong.

Making it clear that he was speaking with the authority of the

Chairman and the Committee members, Mr Wilson said that the

Committee wanted to have a full reply to all the specific

recommendations in their Report in the form of a Command Paper,

soon as possible. They accepted that it would contain nothing new, but attached importance to there being a comprehensive reply for the record. They hoped that this would be available in

time for the Second Reading of the Nationality Bill.

3. I thanked Mr Wilson for this clear statement of the Committee's

wishes, and undertook to convey this to Ministers immediately. I

pointed out, however, that the intervening Easter Holiday and the

inevitable printing time table would make it impossible for us to

produce a Command Paper by 19 April. I assured him that we would give the task the highest priority and would aim to let the
