FOREIGN AFFAIRS COMMITTEE: REPORT ON HONG KONG: GOVERNMENT RESPONSE

A 1. The Foreign Affairs Committee have asked for a full reply to

their Report on Hong Kong, dealing with all the outstanding points

not covered in our earlier reply.

B

2. I submit a draft reply, which includes comments from Hong Kong

and Peking. It has also been cleared with SEAD and the Home Office.

Mr McLaren saw an earlier draft and made a number of comments on

form and substance which have been incorporated in the revised

draft.

3. If a final approved text is ready by early next week, it would be

possible to publish the reply on 22 May, just before the Whitsun

Otherwise the earliest publication date would be 6 June.
