Dear Mr Chadwick
FCO COMMAND PAPER NO. 1082 ON HONG KONG
As requested, I am writing to confirm the final amendments to paragraph 33 which were given to you over the telephone this evening.
Line 9: after "... to provide an alternative solution." insert new sentence as follows:
"At a regional meeting on the boat people problem in Manila on 17-18 May, first asylum countries were united on the need to implement mandatory repatriation and to bring further pressure to bear on the United States to accept this."
Last line should now read as follows:
"doing this, and have made a specific proposal that the United States should provide a regional holding centre, perhaps on Guam or another US Pacific territory. This proposal carried the support of first asylum countries at the regional meeting in Manila and will be discussed at the next full meeting of the Steering Committee, likely to be before the end of June."
I also attach a photocopy of page 7 showing some minor amendments to be made to paragraph 23.
Your sincerely
