- Chief Executive: how will the first Chief Executive be elected? How do we intend to press the Chinese to come up with acceptable arrangements for selecting/electing the first Chief Executive?
- Status of Chief Executive vis a vis LegCo: extent to which the Chief Executive will be accountable to the legislature.

constitutional arrangements are there to make up for the lack of a constitutional court?
- State of emergency (Article 18): our reply to the FAC report defended the outcome on Article 18. The Committee will want to know in a little more detail why we think it is acceptable.
Stationing of PLA troops in Hong Kong: Committee will ask us precisely how and when we urge the Chinese to take account of Hong Kong sensitivities in this area, and with what result.
Amendments to Basic Law: present position is that some amendments need the consent of ExCo/LegCo before being submitted to NPC. Does this go far enough?
Article 158: this Article contains no explicit reference to the Joint Declaration. Are we sure that it is good enough as it stands?
