given in writing. UNHCR representative recently visited Hong Kong

and commended these changes (Annex B)

Confident that the procedure is thorough and fair and there is no

significant danger of genuine refugees being returned to Vietnam.

all non-refugees. Have no intention to abandon first asylum. But

if others in the region do, would need to look again at policy in

Hong Kong. Could be dangerous if Hong Kong was the only territory

offering asylum.

Working for consensus at SC4 (Geneva 16/17 July) establishing

framework for orderly and monitored return to Vietnam of all

non-refugees.
