I am sorry if most of the above seems rather negative but recent events have left us no reason to think the Chinese are likely to be accommodating on this question. In view of all the uncertainties it might be better to concentrate our efforts on maximising Chinese official contacts with OMELCO (although Wu Xuqian's response to Mr Maude on this question was very much a holding reply) and in building up a pool of Hong Kong Government officials with Peking experience through a programme of familiarisation visits.
