3. This leaves the question of the Appeal Court. My understanding was that Judges for the Appeal Court would be drawn from the same panel of retired Judges. The question of the Presidency was unresolved. A rather different picture has, however, emerged after Bahrin's visit to Hong Kong. Sir T L will be here next week for a session of the Appeal Court. I will talk to him and the Minister to seek to clarify the situation. Pengiran Bahrin should be under no illusions about the timescale for disengagement to which you refer in your penultimate paragraph.
