Subject to any discussions you may have had during your visit to Hong Kong, I suggest that we take matters forward on the basis of Ms Barrett's minute to you of 7 December (not to all).

2. I suggest that we send to Hong Kong the two attached telegrams, one dealing with arrangements between Hong Kong and foreign countries, and the other with arrangements between Hong Kong and China. I should be grateful for any comments from you and copy addressees by 19 December.
