ANGLO-AUSTRIAN VISA ABOLITION AGREEMENT: HONG KONG CONCERNS

I understand that you are proposing shortly to reply to the Austrian Embassy's Note (465/4-KONS 90) requesting confirmation that holders of BN (0) and BDTC passports can be considered as falling under the regulations of the exchange of Notes between the UK and Austria concerning visa abolition of 1968. I have now seen a draft of this Note.
2.
The draft is all right as far as it goes. But Hong Kong telno 2510 (attached) points up Hong Kong's concerns on this subject. In view of our obligations towards Hong Kong, and the need to do all that we can to maintain confidence in the territory, I think that it would be right to expand the draft to cover the four points raised in the telegram.
3. If you agree, we would be happy to contribute a paragraph.
