The Department would like to emphasise the following points:

(a) the Embassy may be assured that the returnability of BDTCS to their respective dependent territory is an adequate safeguard; and that the same is true of BN (0)s.

(b) as far as Hong Kong is concerned, of the twelve EC countries, only four at present require visa from Hong Kong BDTCS and BN (0)s: France, Germany, Portugal and Denmark: and it is intended to try to persuade these four countries to drop the visa requirement in future.

(c) continued visa free treatment for BN (0)s and BDTCs would help to maintain confidence in Hong Kong, whereas the ending of visa free treatment would have the opposite effect. It is Her Majesty's strong hope that the Austrian Government will be able to play its part in bolstering

confidence in the territory.
