in the HKSAR". At the third meeting of the Joint Liaison
Group in March 1986, we reached agreement with the Chinese
on the terms of such a right of abode endorsement to go in BN (0) passports. I attach a copy of the joint communique from this meeting which you may also pass to Dr Erlich. You

4.
Concerning paragraph 5 of your minute, we should like
to consult Hong Kong as soon as you have had a response
from other recipients of your minute. Although, as you know, Hong Kong intend to negotiate their own visa abolition agreements in due course, it is likely to be some time before they are ready to begin. We think that they would therefore welcome option (b) in your minute as an interim arrangement. But I do not want to raise their hopes as to this possibility until the Home Office, among others,
have confirmed they would be content. (We shall then of
course need to ask the Austrians, but that is another step
away).
