7. The above comments really all concern the timing rather than the substance of the items on the Checklist. I think we should take care to avoid the temptation to calculate Action Start Dates by counting backwards an estimated number of years from 1997. If we can make a start on action now, then as far as possible we should try to do so. Apart from spreading the workload over as many years as possible, this will also demonstrate our sincerity to the Chinese and provide the JLG with a steady flow of solid if unspectacular achievements.
