We should in particular consider how we might mitigate the

impact on senior civil servants of any intimidation tactics by

the Chinese. This might involve arrangements to enable such

people to delay a decision about whether or not to apply for

citizenship under the scheme until much closer to 1997, together with flexible handling of the concerns of such people

(eg over their dependents).
